The Direct Award Process (Under $4.5M)
The GSA STARS III vehicle allows COs to bypass the traditional 8(a) offering/acceptance process with the SBA, significantly accelerating the award timeline.
- Market Research: Agency identifies Federate Systems Corporation as a qualified STARS III industry partner.
- Request Proposal: Agency sends the SOW/PWS directly to FSC to request a technical and price proposal.
- Negotiation: Agency evaluates the proposal and conducts any necessary price negotiations to ensure a “fair and reasonable” award.
- Award: Agency issues the Task Order directly to FSC via the STARS III contract.
